I mean, eventually it did, but I ended up editing the python sources in /nix/store on the rescue image (thank heavens that's a writable union fs, right?) to add a sleep(5) and then also to add a bunch of modules to sys.path

And then it wouldn't boot. But that turned out to be mostly my own fault, it was trying to boot a uefi box using grub. Switched it back to systemd-boot and it rapidly became much less sulky

Hope the speedup from bcache is worth the aggro
